Unlocking the potential of the Circular Economy requires an integrated package of policy measures that include investments in research and development, sustainable public procurement, incentives for innovation along the whole product life-cycle, fiscal incentives, and even the use of blockchain technologies. It also requires following responsible production and consumption pathways, new business and governance models in a shared responsibility that cut across different levels of government and stakeholders with the ultimate goal of behavioural and cultural change in tune with the Circular Economy.

These ideas and many more formed the core of the Seminar organised by Lagos State Environmental Protection Agency (LASEPA) for 135 staff members of the Agency and conducted by Natural Eco Capital on August 5, 2019, under the topic: “The Circular Economy – Understanding the Role of the EPAs”

The General Manager of the Agency, Engr. Antonio Ayodele was represented by Mr Olukoya, a Director in the Agency.  In his opening remarks, he noted that as the implementing organ of the State’s policies on the environment, the need for the Staff of the Agency to be abreast with the Circular Economy theme cannot be overemphasized. In his contribution, the Director, Research and Development of the Agency, Mr Sewanu Adebodun-Toplonu noted that Circular Economy is an area the Agency should latch onto to support industry compliance since one of the principles is focused on the design which supports in resource efficiency from the very beginning.

In the lecture presented by Dr Eugene Itua, CEO of Natural Eco Capital, he noted, inter alia, that the Circular Economy is transformative and functional and for meaningful and systemic transition, he pointed out that cooperation across different policy areas and levels of government is highly required. In addition to this, he pointed out that clear, transparent rules are needed to drive the necessary changes through encouragement now and monitoring for compliance and progress by EPAs such as the Lagos State Environmental Protection Agency.
